Parallel Session of International Cooperation in Protecting IPR and Fighting Against IPR Infringement and Counterfeiting of the Eighth HQF successfully co-hosted by GATIS, MOC, SAMR and WIPO in Shanghai

On November 6, 2025, China's Ministry of Commerce (MOC), the State Administration for Market Regulation (SAMR), the World Intellectual Property Organization (WIPO), and the Global Alliance for Trade in Services (GATIS) jointly hosted the "Parallel Session of International Cooperation in Protecting IPR and Fighting Against IPR Infringement and Counterfeiting" at the National Exhibition and Convention Center (Shanghai), as part of the Eighth Hongqiao International Economic Forum (HQF). The event aims to build a global exchange platform for intellectual property rights (IPR) protection and crackdown on IPR infringement and counterfeiting, pool wisdom from home and abroad, forge consensus, and enhance global cooperation and governance in IPR protection.

GATIS president Jiang Zengwei stated in his opening address that protecting IPR and fighting against IPR infringement and counterfeiting are an inherent requirement for advancing technological innovation and human social progress, an institutional cornerstone of deepening multilateral cooperation, and a bond of trust for boosting inclusive development of global trade. Innovation in the digital economy serves as the industrial foundation of digital trade, and the development of IPR related to the R&D and application of digital technologies is crucial to fair competition, opening-up and cooperation. GATIS stands ready to join hands with friends from all countries and sectors to facilitate IPR opening-up and cooperation, support and uphold the multilateral trading system, and contribute to the stability and prosperity of the world economy.

Deputy secretary-general Zhang Ying of the Shanghai Municipal People's Government, and deputy director-general Wang Binying of WIPO delivered speeches respectively, and vice minister Shu Wei of SAMR presented a keynote speech. The parallel session also featured presentations by domestic and international guests from China, the United States, Italy, Vietnam, WIPO, the International Criminal Police Organization (ICPO) and China National Intellectual Property Administration (CNIPA).

At the session, GATIS released the Digital Economy Innovation and Intellectual Property Right Development Index of Major Cities Worldwide 2025. As a key outcome of this event, the report generally adheres to the theoretical system, indicator framework and technical methodology of the 2024 edition, while adjusting and optimizing the calculation methods of some indicators to more comprehensively and accurately depict the technological characteristics of digital economy innovation and IPR development. Guided by the logic of innovation input, process and output of digital economy and IPR in major cities worldwide, it leverages AI and big data approaches to objectively evaluate the development level of digital economy innovation and IPR protection in these cities, and provides in-depth insights into the regularities and characteristics of their digital economy innovation, which offers decision-making support for facilitating intercity exchanges and cooperation in the digital economy and trade-in-service sectors worldwide, cultivating new trade-in-service models and business forms, optimizing relevant standards and rules, and promoting the open, innovative and integrated development of the service industry market.

The session was also attended by GATIS deputy secretaries-general Chen Ning and Lu Lanping, along with expert Xing Houyuan.
