On December 4, 2025, the Special General Assembly of the Global Alliance for Trade in Services (hereinafter referred to as GATIS) was held in Beijing. A total of 325 member representatives were expected to attend the Assembly, with 230 actually in attendance (including both online and in-person participants). In accordance with the relevant provisions of the Articles of the Global Alliance for Trade in Services, the quorum requirements for the meeting were met.
The meeting was chaired by Mr. Zhao Weidong, Secretary-General of GATIS, and comprised five agenda items: First, the GATIS Secretariat reported on GATIS’s work since the establishment of the Secretariat; second, deliberation and voting on the Global Alliance for Trade in Services Membership Fee Management Measures (Trial); third, deliberation and voting on the addition of member organizations to the First Council; fourth, announcement of the establishment of the Aviation Industry Committee and the Digital Economy Committee under GATIS; and fifth, closing remarks by Mr. Jiang Zengwei, President of GATIS.
The member representatives in attendance carefully deliberated on the two proposals: the Global Alliance for Trade in Services Membership Fee Management Measures (Trial) and the addition of member organizations to the First GATIS Council. Following the vote:
1. The Global Alliance for Trade in Services Membership Fee Management Measures (Trial) received 216 votes in favor;
2. The addition of member organizations to the First GATIS Council received 230 votes in favor.
The number of affirmative votes for both proposals exceeded half of the total number of member representatives in attendance, in compliance with the relevant provisions of the Charter of the Global Alliance for Trade in Services. The voting results are legally valid and effective.
Accordingly, the Special General Assembly of GATIS hereby adopts the following resolutions:
1. Approval of the Global Alliance for Trade in Services Membership Fee Management Measures (Trial)
2. Approval of the addition of member organizations to the First GATIS Council.
